Authorities identified the worker as 45-year-old Thomas Means of Walworth in Wayne County.

The accident happened last Monday as Means was working on an underground treatment plant project on Lake Ontario just outside of Rochester.

According to police, Means fell off a train on Monday in the main artery of Monroe County’s water-treatment plant that is under construction near the lake shore in Webster, east of Rochester.

Means was riding on an underground locomotive with other workers when he fell off and was run over by the train.

Crew members had to tunnel through bedrock over 100 feet below the bottom of the lake.

Authorities explain that the $150-million project will supply an estimated 50 million gallons of water a day once it is completed in 2013.

Webster Police are informing the public that the victim fell off the locomotive on Monday in the main artery of a water-treatment plant that is currently under construction near the lake shore.

The victim was not immediately identified, but police say that he was part of a five-man crew tunneling through bedrock to create the treatment plant. The workers were over 100 feet below the bottom of the lake.
